This study was conceived when special education parents began to compare experiences after the announcement that the special education small group classes were to be move from Highland Elementary (a decision that was reversed as the Alpine School District heard our concerns). As we compared experiences, we found that our children have repeatedly had their school boundaries change over the past several years.
•Elementary students in small group special education classes are 10.9x more likely to experience a boundary change between grades than their siblings in the same home. This difference is statistically significant (p<.001).
•Parents were 3.3x more likely to report that boundary changes negatively affected the education of their students in small group classes compared to their children in general education classes. This difference is statistically significant (p<.001).
Currently the SpedEx parents group is asking the Alpine School District to commit to following Utah State Law 53G. This law is an important protection for Utah families that ensures that disruptive boundary changes are made with full input from the community and most importantly parents. Currently the Alpine School District has communicated to parents that this law does not apply to our children in small group special education classes because our children are not in a 'school' but in a 'program'.
This selective approach to following Utah State law is hurting our children. We are confident that the Alpine School District school board and administration will recognize the importance of following this law for all school boundary changes for all children.
